Standard population is a population that is used to scale regional or national numbers such as disease rates. This facilitates comparisons, as the different age and sex distributions can be normalised.

Answer
Eurostat uses a standard population published in 2013. It is based on population of 2010 [1].
WHO Euro uses the 1976 European standard population, see e.g. ECHIM-indicators [2]
WHO HQ has used 1976 world standard population, but it has suggested new standard population in 2001, based on population in 2001 [3]
OECD uses a standard population based on the OECD countries [4]
