Scope

Does the option affect the involvement of stakeholders in issues of governance as provided for in the Treaty and the new governance approach?[1]

Definition

This question aims to capture the extent to which stakeholders participate in the decision-making process. This is clearly a vast area which is subject to a wide range of factors such as different cultures, histories and political systems, but it should be possible to identify changes which might result from a particular initiative. This can be identified, for example, in factors such as the openness of the democratic process and the degree to which new policies or proposals are subject to consultation, formal or informal, with relevant stakeholders. From a stakeholder perspective there arises the issue of empowerment, i.e. ensuring that stakeholder involvement in the decision-making process is effective, in that stakeholders have sufficient access to the process, and sufficient knowledge and other resources to participate effectively. [1]
