The purpose of the assessment

If we state that the purpose of the assessment is to evaluate how vaccination will impact on the swine pandemic in Finland doesnt this seem rather broad because there are social, economic and health impacts, each of which can be assessed separately for better results? Alternatively we can focus on economic impacts due to health outcome of vaccination.
