Scope
Critical questions:
- Should the CC framework be based on carbon trade, carbon tax, a hybrid with both, or something else?
- How should the future impacts be discounted?
- Is the target to stay below +2 C ambitious and safe enough?
- What is the detailed framework (ETS or similar) that leads to achieving the +2 C target?
- What are the detailed practical actions needed for achieving the +2 C target?
- What are the different things that each country is willing to accept/promote and which not? Why?
- What are the decision options available at different levels? Who are the decision-makers?
What is the big goal? What does it look like?
- It must be easily undesrtandable.
- It must be short (one sentence).
- It must be motivating.
- It must show guidance to an individual actor (s/he must be able to see the own role in it.)
Definition
Listen to different countries. China, India, Brasil, and many others should be involved and listened to.
Practicalities about other commitments: What else should be done before December 2009?
- Finish Beneris
- Intarese risk characterisation and Mega case study.
- EracEdu
- Claih
- Bioher
Can we use the THL name in this work (Juha, Pekka)?
Open Research Society: Do you take the leadership to publish the Journal of Open Assessment?
A manuscript should be sent to Nature/Science: Science-Policy interface helps policy-making use the scientific information. This should be published before summer.
People and institutes to get involved:
- Alistair and Vaclav (economics)
- Intarese
- Heimsta
- 2-Fun
- Beneris?
- Claih
- Bioher
- Tapas
- SRA-E
- Red Cross
- Modellers and people that are able to create and run models in this project.
- Analytica should be used= Lumina
- People that know local people and politicians: contact points
- Scouts?
- Lobbyists
- Translators: people who are able to translate things from one wiki to another. At least Chinese, Arabic, Spanish, English, Portuguese, Russian.
- Wikipedists around the world
- Wikimedia Foundation: This must become a wiki project
- US Government
- Global Energy Assessment
- Global Burden of Disease
- IIASA
- SYKE
- Ministry of Environment
- Potsdam
- Tyndall
- Ethics experts (Timo Airaksinen)
- Keynote speakers of ClimateCongress
- A large group of volunteeds needed.
Methods to spread the word.
- Send chain letters about specific issues, so that people who know about that can send it forward to those who know about the topic or can work on it.
- Develop a hierarchical system for information flow so that key topics have responsible people who follow it and report upwards in the project management chain.
Review and collect the key models, and make them available for further use. This should also include standardisation, if possible.
- Climate models
- Dispersion models
- Economic models
- Policy models
- Regional and city-level models
- Health models
- Land use models
- Legal models
- Bayesian belief nets
Give training to key people in the project team (involve people that are not in the risk group)
- Opasnet Base
Principles
- The project team does not pay salaries to anyone. Everyone works either for their employer or on a voluntary basis.
- Open assessment method is the ultimate criterion.
- Go for the truth. You don't need a permission from anyone.
- Go beyond your own role. Be bold.
How are the tasks identified and delegated? What does the project team do, and what is done by others? Who are the members of the project team? Who is the leader?
Things to do:
- A 2D table country*opinion on options
- A hierarchical description of value structures.
- We must get to participate in the official negotiation process.
- Write instructions for participating.
Places where idea/results are presented:
- SRA-E
- SRA US
What about other actions than emission reductions?
- Albedo manipulation
- SO2 in the stratosphere
- Space mirrors
Policy-making is too important to be left to politicians only.
