Hankkeen taustalla on kaksi hallitusohjelmassa mainittua tehtävää, jotka tässä muodostavat toisiaan tukevan kokonaisuuden: terveydensuojeluohjelma, joka koostuu työpaketeista 2 ja 3 sekä osin työpaketista 1; sekä ympäristöstä aiheutuvien terveyshaittojen arvioinnin ottaminen osaksi kaikkea suunnittelua ja päätöksentekoa, joka koostuu työpaketeista 1, 4 ja 5.
