The thematic areas are to lead to the realisation of innovations for building insulation, heating exchange, passive energy technologies, lighting, energy saving household appliances, urban planning, information and distribution of events about energy savings. This will ensure all sectors of the economy of the city benefits from the strategy.

Actions to follow to realize the goal is indicated in chapter 1.1 of the development strategy, this should ensure that the principles and strategic objectives are pursued or modified when necessary. The management system is a reiterative process, which runs its course every two to four years. The process includes five steps:

1) Reviewing the local situation;

2) Further development of the strategic objectives;

3) Resolving principles and objectives in the 11 theme areas;

4) Implementation of the development strategy master plan;

5) Reporting and evaluation.

On renewable energy potential;

The goal of the potential analysis was to determine the scope for renewable energy for electricity and heating generation for the City of Ludwigsburg, therefore options such as Photovoltaics would play the major role followed by biomass (regional level) and hydro power use. If a 20% reduction in the overall electricity demand by 2025 is assumed due to the implementation of energy efficiency measures, then renewable energy could have a share of 47% in the City of Ludwigsburg. The potential to use renewable energy for heat generation in Ludwigsburg totals around 350 GWhth (wood on a regional level). This would cover almost 39% of today’s heating demand in Ludwigsburg. Solar thermal will play the most significant role followed by wood use and surface geothermal heat collected through geothermal probes and collectors. If a 40% reduction in the overall heating demand by 2025 is assumed due to the implementation of energy efficiency measures, then renewable energy could have a share of 64.5% in the City of Ludwigsburg for the heating demand. This decisions sought to promote the strategy on renewable energy use.

The 25 points of the programme will enable Ludwigsburg to halve the per capita emissions by 2030 in relation to 1990 and to limit the per capita emissions in the long term to a level of 2 t CO2 per capita and year. This will directly clean up the environment for the city hence a safer environment therefore positive health impact.


'Where and how do these impacts take place, who are those that face these health impacts in practice?

The impact of this strategy will be felt in the environment of Ludwigsburg and by extension other adjacent areas since CO2 emissions can impact wider area beyond where it was emitted. Populations within and beyond Ludwigsburg are the those who benefit from the health impacts.


Are the health impacts big or small in relation to other impacts (e.g. economical, social, climate, other environmental, ...)

It is not mentioned in the strategy exactly the magnitude of the health impact however, considering the goal of reducing the per capita emissions of CO2 in the long term to a level of 2 t CO2 per capita and year, the health impacts of this goal is actually big considering the enormous risk pose by climate change.


Do the intended policies result in win-win, win-lose, lose-win, or lose-lose situations with regard to health and other impacts?

The policies result in a win-win situation since it is intended to provide a generally safer environment and jobs as well as income for the city. The situation creates a higher well being index for the populace.
