Question: What is Shared Understanding? Answer: It is the ultimate goal of open policy practice. Shared understanding is the state where all participants in an open assessment (stakeholders, decision makers, experts, civil servants, general public) agree regarding the final objectives, the decision alternatives evaluated, which evidence are available, what are the different opinions and disagreements and finally all participants should understand why a particular decision option was selected. All this process should be written down and be available for all the participants.

Question: What parts does open policy consists of? Answer: Open policy consists of: • Shared understanding • Execution of decision support, follows the principles of: Intentionality (Description of the objectives and decision options under consideration by the decision maker) Shared information objects (common and open workplace characterized by systematic structure) Causality (description of the causal relationship between decision and outcome) Critique (Information presented should be criticized with primary goal to exclude ideas that do not stand for scientific criticism. Openness (anyone interested can participate) Reuse (Use of formats that allow use of information in future projects) • Evaluation and management of decision support and decision making Use of quality criteria for all the phases of decision support such as quality of content, applicability of the provided information, clear understanding regarding the setting of the assessment(e.g. for what impacts, for whom it is performed), clear definition of the levels of “openness” and levels of “interaction” • Co-creation skills and facilitation The rate limiting factor of a successful open policy practice. Co- creation skills are needed to manage the decision making process to produce good decisions and eventually the desired outcomes. These important skills can be categorized under: Encouragement Synthesis Open Data Modeling

Question: What is the main purpose of environmental health assessment? Answer: Environmental Health Assessment is the process through which the assessor can inform decision making upon societally relevant issues related to environment and health and their interaction in order to influence decision making relating to public or private policy actions and their intended outcomes.
