Policy needs

"...assessments (descriptions of the questions and conclusions of a particular policy need" - Is it necessary to consider an assessment as specifically relating to a policy need? Could we not imagine an assessment also dealing with common problems outside of what we might refer to as "policy"? Jgrellier 13:55, 26 February 2009 (EET)
